MINUTES


1.    Called the meeting to order at 7:10 P.M.
Members present: Stephen Musser , Cindy Rogers, Sherry McCready, Bill Redman and Wally Corey. The beginning part of this meeting was a joint meeting with Board members Sherri Beckerman and Linda Armour present.


2.    Guest speaker Dean Haymore was present to answer questions and concerns regarding the County¹s role in enforcing our CCR¹s and Guidelines. When builders come before the County with their plans, the Building Department supports our authority by making sure that the builders have signed documents from the Architectural Committee before proceeding further. Dean also mentioned that the County has adopted new estate zoning EIVCH. Between the County regulations and the CCR¹s - the more restrictive of the two will be used. The County is being pressured by manufactured home dealers to open this door up here. There can be no discrimination made against these homes. They do have to meet all our specifications though to be allowed. Mr. Haymore¹s biggest recommendations had to do with fire retardant materials being used here in the Highlands. He believes we should be pushing fire safety above all else because it¹s not IF a fire will come but WHEN! He also would like to see a 4' lighted pole at property entrances to accommodate emergency crews in locating residences.


3.    The Joint meeting was over at 8:00 p.m. and we moved on to regular business.


4.    Motion made to approve February 1, 2005 Minutes by Stephen Musser and seconded by Sherry McCready. Unanimous.


NEW BUSINESS:

New plans reviewed - in order of sign in sheet.


1.     Robert Kotson, Lot 8, Block J - 2549 Cartwright.
Addition to living quarters. Master bedroom and bath. 375 square feet total. Siding and roof to match existing. Approved.
Paid $50.00, check #217.

2.     Teresa Guerin, Lot 47, Block U, 21320 Graves.
Detached garage: 25X25, 625 square feet. Siding to be ship lap with valley cedar in a light brown with green trim. Roof will be comp. in a green color to match the existing house. Approved.
Paid $75.00, check #1058.

3.     Donald Naylor, Lot 22, Block H, Cartwright/Musket (should call Cindy with exact address).
New residence with deck. 2917 square feet, single story home with good setbacks. Beige hardyboard siding with a dark brown trim. Asphalt shingle roof in medium brown. Approved.
Paid $100.00, check #1093 and $30.00, check #1094.

4.     Sam Jones & Sharlene Purviance, Lot 33, Block I - 2439 Cartwright.
3018 sq. ft. new residence with a 1260 sq. ft. garage - attached. Hardy board lap siding in a Mt. Elk green color with a lighter green trim with a tribal pottery brown accent color. Dark brown comp roof. We looked at this one last month and recommended that they shift the home a bit on the property for better setbacks. They have done this and applied for a fence. It will be a 3 rail wood fence with livestock mesh between 4 and 5 feet tall. Well within the property setbacks. Approved.

5.     Leroy and Beverly Edwards, Lot 52, Block N. 21930 Panhandle (brought before us by their agent/builder John King).
New residence. 1630 square feet on first floor with a daylight basement and 720 square foot garage. This is a log home with stone on the bottom level and deck. The roof will be comp in a forest green color and the logs will stay their natural color. Approved.
Paid $130.00, check #3984.

Total Collected: $415.00 for one addition, one detached garage, one fence and two new residences with decks.


6.     Wally brought up a few concerns regarding current Guidelines vs. new Guidelines to be voted in. What to do in the interim? Also is concerned about the turn around time for builders if we take a full 30 days to review plans. These items are still under discussion.
