Minutes, May 1, 2012

I.        The meeting was called to order at 7:30 pm by Chairman Bill Lewis.  Members present were Lewis, Moore, Glazier, Reynolds, and Lumos.

II.      A motion by Reynolds, seconded by Moore, to approve the minutes of the April 3, 2012 meeting was approved unanimously.

III.   New Business

A.      Plans were reviewed in the order of appearance:

1.      Harry and Stephanie Jones have purchased the property at 2035 Applegate, Lot 318A, Block M.  They are planning to build a detached garage in the future and had questions about the requirements and process.  No plans were presented at this time.

2.      Daniel Davis of Vista Towers, Cortel, LLC, presented preliminary plans for the installation of a communications tower on Lot 342, Block M, 21485 Saddleback.  Mr. Davis explained that final construction documents will not be prepared until after the approval of a Special Use Permit by Storey County.

      The parcel is a consolidated lot containing 2.82 acres.  The tower company has a lease agreement for a 30’ X 75’ easement on the upper portion of the parcel.  The lot will still be a buildable residential lot should the owner wish to build there.

They plan to construct a building of concrete block within the easement.  The installation will be surrounded by a block wall.  Both building and wall will be painted a brown color, Behr paint “Caramel Swirl”.  The roof will be a pitched roof to meet Storey County requirements and covered with composition shingles of a Hickory brown color. 

      There will be a 30 KVA back-up generator on site which will cycle weekly for 15 minutes.  This cycling is scheduled for midday and midweek.  A physical check or maintenance visit to the property will happen no more than once a month so negligible traffic will be generated to the site.

      Currently ATT has agreed to use the facility and Verizon is a likely user.  Storey County has also asked for space on the tower for their emergency communication equipment.  The building planned will accommodate three carriers.

      Final approval of the SUP is anticipated by June 15, after which time final plans will be submitted.  Construction is expected to be completed before winter.


IV.   Since there was no further business, the meeting was adjourned at 8:40 pm.
