VIRGINIA CITY HIGHLANDS PROPERTY OWNERS' ASSOCITION
MINUTES:September 9, 2014 MONTHLY MEETING,
FIRE STATION 2 TRAINING ROOM
Present: Jay Carmona, Jack McGuffey and Karlyn McPartlin
Absent: Judy Czperian, Joe O'Brien
Call to Order, Declaration of a Quorum and Approval of Meeting Agenda
Meeting called to order at 7:06 pm and a quorum was present. The agenda was amended adding a discussion concerning hiring a new
lawyer. Item VII was deleted by request of speaker. Add new insurance
broker discussion to new business
Approve Minutes of 2014 Meeting
Motion to approve the August 12, 2014 minutes by Jack McGuffey.
3. Review of Financial Statements
Bookkeeper Tommy Sargent presented the financial statements.
Income for the month was $3,535.88. Total balance of all accounts
is $228,844 with total expenses of $26,414.59. The audit being
done by Gene Clausen has been given to him but he is on leave until
the end of September. The Reserve Audit, due every 5 years should be
completed by October.
Comments by Association Members
A. Architectural Committee Report
McGuffey reported that plans for a 12'x16' Tuff Shed was approved.
B. Road Report
Road work is about finished for the season. Touch up work and
and emergencies will always be dealt with as needed. Road base
was applied to Saddleback and Dortort. All vehicles are being
readied for winter.
The basketball court will be done in about two weeks.

Our past lawyer, Jay Hampton is no longer doing legal business.
Gayle A Kern, an HOA specialist, was presented to the board to be
our new association lawyer. She also does collections for delinquent
accounts. McGuffey made a motion to hire Ms Kern as out new
association lawyer. Motion passed.
Carmona has been in contact with a new Insurance Broker who is
in Reno. He has offered to inspect our equipment and handle our
insurance needs. This will not change our current coverage as he
represents the companies that we currently use. Carmona feels it would
serve the association better to have a local broker. McGuffey wants
the decision continued until next month. Carmona agreed to do so.

10.Comments by Association Members.
Commissioner Bill Sjovangen told us about a Solar pole that was
programmable that might serve our purposes to install at the mailbox
area to slow down traffic when the school buses are present. The
cost is about $2,000 per pole. Due to the constant speeding during
school bus hours the board agreed to discuss it at a future meeting.
With no further business the meeting was adjourned at 7:45 pm
