Virginia City Highlands Property Owners' Association Monthly Meeting-Tuesday, August 11, 2015
V. C. Highlands Fire Station Training Room – 7:00 pm Minutes
Present: Jay Carmona, Judy Cziprian, Karlyn McPartlin Absent: None
I. Call to Order, Declaration of a Quorum and Approval of Meeting Agenda.
It was agreed to move Austin Osborne to the beginning of the meeting by a motion by Judy Czaiprian
The meeting was called to order at 7:05 pm. A quorum was declared present by President Jay Carmona
II. Approve Minutes of Meeting(Discussion/Action)
The minutes for the July 14, 2015 was approved on a motion by Judy Cziprian.
III. Austin Osborne, County Planning Director spoke about concerns about the Master Plan and how it works for the residents of Storey County. He said it is a guiding document only and that the county is always seeking ideas from everyone. He discussed the commercial stores at the corner of 5 mile and 341 which had been discussed by the planning board. He received many
comments that were against the addition so the plan was dropped. Resident Larry Prater reminded us that 25 years ago a proposal for a store in the Highlands had been approved but the builder backed out of the project. He stated that we shouldn't say no to the possibility of commercial building and leave open the possibility of commercial stores in the future.

V. Review of Financial Statements
Treasurer Judy stated we had expenses of $8334, Income of $-553
and a bank balance of $56,570 in operating and $221,511 in the reserve account.

VII. Committee Reports
A. Architectural Committee
Nothing to report. No actions needed
B. Road Report
Doug Fontana reported that the maintenance on all roads continues as needed. The Back Hoe that we are renting is due next week. 50 new speed limit signs have been ordered to replace all the 15 mph signs that are currently up.
He also reported some trees are causing a hazard at some corners blocking views of the cross streets. He asked if the board would give him permission to trim trees as needed.
On a motion by Judy Cziprian the board agreed to allow the road crew to trim trees as needed for the safety of all.
C. Park and Highlands Capital Fund None
VII New Business
Jay Carmona announced that we will not hold an election because we did not have enough candidates apply. Therefore Becky Alcon, and Tony Dosen will be appointed to fill the empty seats on the board. Jay Carmona, also up for election, will be appointed to the board.
On a motion by Judy Cziprian the new board members were voted in. They will be seated at the Annual Meeting.
VIII Any Other Matters which the Board Members Wish to Discuss
Jay Carmona announced that he is the new coordinator for the Neighborhood Watch Program.
Commissioner Jack McGuffey was asked if there was any progress on the Community Center for the Highlands. He listed several items that had to be done prior to going to Pat Whitten with
our wants and needs.

With no further business the meeting was adjourned at 8:12 pm.
