Minutes - May 10, 2016

V.C. Highlands Fire Station Training Room

Present: Carmona, Alcon, Dasen Absent: McPartlin

 

I.    Call to Order, Declaration of a Quorum, and Approval of Meeting Agenda

President Carmona called the meeting to order at 7:06 pm. He declared a quorum present. A motion by Alcon, seconded by Dasen to approve the agenda as presented was approved unanimously.

 

II.    Approve Minutes of  Meeting

A.    Approval of February 9, 2016 meeting minutes

A motion by Alcon, seconded by Dasen to approve the minutes - approved unanimously.

B. Approval of  March 10, 2016 meeting minutes

A motion by Alcon, seconded by Dasen to approve the minutes - approved unanimously.

C. Approval of April 12, 2016 meeting minutes

A motion by Alcon, seconded by Dasen to approve the minutes - approved unanimously.

There were no comments from those in attendance.

 

IV.   Review of Financial Statements

A.  Bookkeeper Lorene Devito reviewed the financial statements for the month of May 2016. Total expenses for the month were

$17,658; income was $1396. The checking account balance at the end of April was $133,827.99. The reserve account balance at the end of April was $230,511.04.

B. Approval of the 2016-2017 Proposed Budget

A motion by Alcon, seconded by Dosen to approve the minutes - approved unanimously.

VI.      Committee Reports

A. Architectural  Committee

1. Applications:

Carmona reported that 1 application was received to add a detached garage; approved - $75 fee received Cannona reported that 1 application was received to re-roof and paint; approved - No Fee

Cannone reported that 1 application was received to add decks to existing home; approved - No Fee

2. Approval of Architectural Committee minutes for the April 5, 2016 meeting

A motion by Alcon, seconded by Dasen to approve the minutes - approved unanimously.

B.  Road Report

Carmona reported that street signs which have fallen down were reinstalled. Snow markers which were in the way of grading efforts were removed. The VCHPOA plow trucks were cleaned out as well as the Equipment Yard and shed. Fuel supply is good. Roads graded were Empire, Dortort, Sazarac, Saddleback, Flint, Applegate & Delta. Roads not done were Hermit & Grizzley but will be completed this month. Ditch work was also completed on the road which were graded. Roads to be worked on this month

are Bonanza, Calaveras, Fey, Graves, Crestview, Clemens, Agate, Adobe, Hermit & Grizzley. Waiting on estimate from soil engineers for future road base applications. Day laborer Gary Milburn was used for 2 days to aid Gary Brownwell.

C.Parle Committee

Carmona stated he was approached about striping the basketball courts at the VCH park. The 1O's are in agreement and furnished a letter to be submitted to the County upon the 1's approval.

A motion was made by Alcon, seconded by Dasen - approved unanimously

IX. Comments By Association Members  (NRS 116.3108.5)

Property Owner Dona FOng stated that this was her last meeting because she was moving. She wanted to state she felt very comfortable knowing she was leaving and that the Board was is good hands.
